Our Leaderships

Sathya P. Pholy, MEd, CAGS, PhD (President) is an educator, mental health professional, researcher, and community leader with more than 20 years of experience in behavioral health, child welfare, higher education, organizational leadership, and international consulting. He currently serves as President of Cambodia Town Lowell, Inc. and Founder and President of Khemarak Education and Health Organization. Throughout his career, he has held senior leadership positions in government, nonprofit, academic, healthcare, and private-sector organizations in both the United States and Cambodia, focusing on education, mental health, community development, and economic opportunity. A respected speaker, advisor, and advocate, Dr. Pholy has dedicated his work to strengthening communities and promoting the well-being and advancement of Cambodian and Cambodian-American populations. 

 

Andrew Oun (Vice President) is a community leader, small business owner, and advocate for cultural preservation and community development within Lowell’s Cambodian-American community. As owner of Kung Fu Tea Lowell, he contributes to the city’s economic vitality and supports local entrepreneurship. As Vice President of Cambodia Town Lowell, Inc., he works to strengthen partnerships among residents, businesses, nonprofit organizations, and public agencies to promote cultural heritage and economic opportunity. Mr. Oun also serves as Vice Chair of the USA-Cambodia Sports Association, supporting youth leadership, athletic development, and cultural exchange. Through his volunteer leadership and business experience, he is committed to strengthening and empowering Cambodian-American communities in Lowell and beyond.

 

Bradford R. MacGowan, Ed.D. (Board Secretary) is a Lowell historian, educator, community leader, and nonprofit advocate dedicated to preserving and promoting Lowell’s rich cultural heritage. He serves in leadership roles with Cambodia Town Lowell, Inc., supporting cultural preservation, community development, and initiatives that celebrate Lowell’s Cambodian-American community. Brad is also a founder and board member of the Lowell Center for the Arts, which is working to preserve the historic Smith Baker Center and expand arts and cultural opportunities throughout the city. Through his work in education, history, and the arts, he continues to help preserve Lowell’s past while contributing to its future.

 

Leaphea Samrong (Assistant to the Secretary and Treasurer). A dedicated student leader and community volunteer, she distinguished herself as a member of her debate team in Cambodia, earning numerous awards and medals in competitions both locally and internationally, including events in Bangkok and the United States. She also served as Co-President of her high school’s Model United Nations program and as Safety Captain of the robotics team, demonstrating strong leadership, responsibility, and attention to detail. Beyond her academic and extracurricular achievements, Ms. Samrong is an active volunteer who contributes her time and talents to community events and initiatives. A graduate of Lowell High School, she will begin her university studies in the fall.

 

Brian Bradbury (Board Member-at-Large) is Executive Director of the Revolutionary Valley Regional Tourism Council, where he leads tourism promotion, destination marketing, and economic development initiatives across 21 communities in the Merrimack Valley. With nearly two decades of experience in tourism, marketing, media, and community engagement, Brian has built strong partnerships among municipalities, cultural organizations, businesses, and tourism stakeholders to strengthen the region’s visitor economy. He has been instrumental in advancing heritage, cultural, and arts-based tourism initiatives, including efforts to develop a regional visitor center in Lowell, while serving on numerous boards and committees that support tourism, economic development, and community vitality.

 

Senghap Roeun (Board Member-at-Large) is a community leader, entrepreneur, and advocate for economic and educational development in Lowell’s Cambodian American community. He earned a master’s degree in psychology from the University of Massachusetts Lowell and has served in leadership roles with the City of Lowell, Lowell Charter School, and the Cambodian American League of Lowell. He has also chaired the Southeast Asian Water Festival and founded several businesses and organizations, including a Nails and Salon Training School, the Lowell Financial Education Center, and the Social Economic and Education Development System (SEEDS). Mr. Roeun currently serves on the Board of Directors of Cambodia Town Lowell Inc., supporting community development, cultural preservation, and economic opportunity.

 

Kim-Tien Ong (Board Member-at-Large) is a business owner and community leader with more than 15 years of experience managing service-based businesses and healthcare-related operations. As owner and operations manager of Namaste & Arati Adult Daycare in Lowell, she oversees daily operations, staff development, regulatory compliance, and client services, ensuring high-quality care for older adults and their families. Previously, she successfully owned and operated a spa business for over a decade. Fluent in English, Vietnamese, and Cambodian, Ms. Ong is actively involved in the community, serving as President of the Khmer Krom Association of New England and as a board member of Reahou TV, where she helps promote cultural awareness, community engagement, and support for Southeast Asian communities.

 

Sarun Sophuok (Board Member-at-Large) is a clinical social worker, investigator, entrepreneur, and community advocate with more than 25 years of experience in child welfare, mental health, and human services. Originally from Cambodia, he immigrated to the United States in 1989 and has dedicated his career to supporting children, families, and immigrant communities. Since 1997, he has served as a child protection investigator for the Commonwealth of Massachusetts and has worked as a Crisis Clinician at Lahey Hospital since 2002. In 2024, he founded Lifetime Opportunities and Training for a United Society (LOTUS) LLC. Mr. Sophuok holds a Master of Social Work from Boston University and remains committed to strengthening families and communities through service, advocacy, and leadership.
